Home Information Packs (HIPs) were introduced in August 2007 by the Labour Government and were compulsory for anyone wishing to sell their home.

 

HIPs were effectively abolished by the Conservative/Liberal Democrat Coalition Government which suspended HIPs regulations on 21 st May 2010.

 

An Energy Performance Certificate (EPC), which was originally part of the HIP, must still be ordered before your property can be marketed through Estate Agents.

 

It is likely that some big Estate Agents will offer their own “free” EPC s if you sign a sole agency agreement with them.

 

But anyone using them will be locked in to selling through that Agent (possibly at uncompetitive rates of commission) and may also be required to use their recommended conveyancers, sometimes based in call centres many miles away .
